As the dust settles it might be well worth noting that the person surprised with this really will be himself who, despite pushing for a move for weeks, feared from day that it was a deal always destined to fail. The requirement for the effective outcome of any sales transaction - be it for a yard of elastic or a billionaire footballer with talent to burn - is either a willing buyer or an seller, or rather both. On this particular occasion, however, Barcelona believed that the French winners never wanted to market and PSG always thought the giants never ever wanted to purchase. This was the mistrust that underscored the discussions from the start. Even by the conspiratorial, elaborate and brain-achingly complex minefield that is football transfer negotiations, this was going to be a distinctively unwieldy deal. How did we get here? In April, the 27-year-old Brazilian - who moved from Barcelona to get a world record to France #200m from August 2017 - started discussions to revive his PSG contract. PSG sporting director Leonardo, that returned to the club in June, muddied the waters in front of everybody else, to the point where Neymar ceased talking to him. Leonardo realised too late he had crossed the line and backtracked by beginning the plan of confusion and playing with the player's praises he's used over the past four weeks. From the start, Barcelona believed that the PSG officer said something to the player while simultaneously after instructions from the club's owners who Neymar should not be permitted to leave under any circumstances. With no written offer from Barcelona forthcoming, it dawned on Neymar that the movement was not likely to happen, so he consented to play and and team officials met with before the first game of the season . Before the game, Leonardo requested him to issue an announcement he no longer wished to depart. Neymar baulked telling PSG he was ready to play wasn't about to begin making announcements. That is not surprising. Messages seeped from Barcelona from his former team-mates telling him to hang in there since it was going to happen. In reality, Barcelona wanted to show to everyone just how dedicated to doing the deal, they were. The Catalan club whined the leaking of information of a visit to Paris of the decision makers (although not Bartomeu) eight weeks past wasn't of their doing - however it did not hurt them since it revealed them striving hard. The main point was this: if Barcelona desired Neymar it was going to cost them 215m euros (#194m). The Spanish team told PSG that players would have to be included. Eventually, on 27 August, Barcelona submitted the sole written offer they ever made - 115m euros (#107m) in cash, 15m euros (#13.5m) in three and bonuses players. PSG decided they needed to be defender Jean-Clair Todibo, midfielder Ivan Rakitic (and both reluctantly agreed to move), also forward Ousmane Dembele on loanalthough the latter immediately said:"Non merci." France Dembele not went to move. At one stage, intermediaries believed they may have the ability to change his mind, and also the player spoke to PSG boss Thomas Tuchel about four events, however the French team never really pushed the matter with the 22-year-old or tried to discuss terms - that again suggested to Barcelona they were not that interested in doing the offer. Talks continued. PSG started to um and ah about the make-up of the 15m euros at add-ons - but then, when that has been agreed, they said they desired 150m euros (#135m) up front rather than 130m euros plus bonuses. Neymar's response in a letter to this club has been no issue. The Brazilian has been willing to pay the shortfall in five obligations of 4m euros. A few minutes after his message arrived, PSG advised him the Football Federation failed to allow payments to be made by players. Real Madrid - who in the end said that they weren't really interested - had stuck on their heads over the parapet and produced a supply of #100m euros Keylor Navas, James Rodriguez and Gareth Bale. An appearance at Bale's salary had been sufficient to put an end to that notion, and the Wales forwards was not likely to move. In fact, PSG always felt give their lovers that feeling of schadenfreude that comes when you buy one over one of your main competitions, and also Real wanted to get Neymar about the cheap while getting rid of a few of their squad. Italian champions Juventus entered the fray, offering euros and forwards Paulo Dybala - a bid which was rejected by PSG. Regardless of Premier League club created a strategy, though Manchester United had inquired about the participant when he had been at Barcelona using a buyout plan of 190m euros (Number 172m). It felt like Barca not put their weight all . It was a win-win situation for Bartomeu. It did not happen, so he can now shrug his shoulders and say"look, we tried", and those who did not need the return of a player who's taken the club on two occasions are kept happy. Had it occurred, despite the crippling financial burden for a club estimated to be 600m euros (#543m) in debt, Barcelona believed they might have discovered a way around it. If they wanted that to be returned by Neymar is. In addition to having to do a great deal of financial technology to allow it to happen - like eliminating two of their main earners - the wage structure in the Nou Camp could have been a potential hassle, because Barcelona are in the limit. No-one knew for sure whether La Liga could have sanctioned the signing, given the limitations of play regulations that were fiscal of Neymar. Negotiations were always likely to be more complicated by there without buyout clauses in France. Interestingly, however , next year Neymar will have been in PSG for three seasons and, according to Fifa regulations, could buy himself after a tribunal decides a charge. This could be the next step, if things do not go well for Neymar. It's not all doom and gloom since he does a least enjoy a respectful and productive relationship with PSG boss Tuchel, and that is going to resume today everything. The way the Barcelona players engaged react remains to be viewed. For refusing to ease the move will Dembele be cast because the scapegoat? About staying, can those effectively told by the club feel? Can the gamers who thought Neymar will be to fortify them feel in his non-arrival? Can Barcelona return at a later date - now with all seriousness - for the Brazilian? Time will tell.
